The gift tax is widely misunderstood: giving above the annual exclusion (around $18,000 per recipient in 2024) doesn't usually mean paying tax — it just reduces your lifetime estate-and-gift exemption, which is in the millions. Actual gift tax is owed only after that entire lifetime amount is exhausted. Gifts below the annual exclusion, gifts to a spouse, and direct payments of someone's tuition or medical bills don't count against anything at all.
